I think a big reason women aren’t accepting the slots is that the way awards are executed, at least in the sample size of one at Mont Tremblant IM this year, is that it “feels like a handout” (words of a close friend who has qualified a few times, including in 2023.) Awards organizers advised that anyone who wanted to go to Kona to come up to the stage, and if the total number of women exceeded the allotment, THEN they would look at results. Of course, this is no different than if all women who claimed their rightful slot had been present accepted the slot, but communication matters, and this kind of “come one, come all” execution dilutes the accomplishment.
